Foreword for Version 3.20

And here it is: The next version of RXT&T.

This version is the first one after a longer period without big changes 
with some more new information. 
As a result of a REXX project I did in the last months there are also some 
bug fixes for the sample code.

This version of RXT&T is also the first one with sections written and 
maintained by others: 

These sections are The keyword ICONRESOURCE by Christian Langanke (see 
EMail Addresses) and VX/REXX Buglist by Bastian Maerkisch (see EMail 
Addresses). 

Thanks to Christian and Bastian for their work!

It seems that no one is using the BBSes anymore. Therefor I removed the 
information about BBSes.
