Foreword for Version 3.00

And here it is: The next version of RXT&T.

Again there's not really much to say about it - just take a look at the 
history section for the new entries in this release. 

The only real new entry is CDPLAY.CMD - a simple textmode CD player using 
the MCI REXX interface.
