Code vs. PMI

The Set type of sections can be implemented as pure PMI language 
constructs, as pure imported functions from an external binary object or 
as a mixture of the two. Each implementation has its benefits and its 
drawbacks. The vendor creating the PMI file should carefully evaluate 
which method is the most appropriate and beneficial.
